51:50 Item #53-2017 Marijuana Moratorium
Ordinance
On December 12, 2016 the town council passed an Emergency Ordinance, pursuant to the Council-Manager Charter Article II Sec. 12
Proposed Emergency Moratorium on Non Medical Marijuana Retail Establishments. The emergency ordinance is automatically repealed the 91st day following the date which it was adopted. The proposed
Town of Cape Elizabeth Ordinance Enacting A Moratorium On Retail Marijuana Businesses will provide additional time to study the ballot initiative approved November 8, 2016. Approval of the proposed ordinance pursuant to 30-A M.R.S. §4356 provides for a period of 180 days effective March 12, 2017. The Ordinance shall expire at the end of the 180th day after its effective date, unless earlier extended, repealed or modified by the Town.

Deed – 10 Great Pond Drive
On January 9, 2017 the town foreclosed on the property at 10 Great Pond Drive for an unpaid real estate tax lien filed July 8, 2015. Certified funds in the amount of $8,316.09 have been received for the taxes principal, interest and fees to date. It is recommended the council authorize the town manager to sign a municipal quitclaim deed and real estate transfer tax declaration.
