       Review of   Draft Minutes of   October 5, 2016  meeting.
13:32       Review Proposed Amended Minutes for  September 12, 2016 meeting including the final speaker at the public hearing who was inadvertently omitted from the approved minutes.
14:25 Item #125-2016          Beach to Beacon Race Approval   
      The Fort Williams Park Committee has recommended approval of the use of Fort Williams Park for             the TD Bank Beach to Beacon Road Race  .  The approval is based on the requesting letter from the   race organizers. 

FWP Use Request – 2017 Beach to Beacon Race Activities
RM introduced Mike Stone, Joan Benoit Samuelson and Andy Deschenes of the B2B race organization. Mike Stone gave a brief presentation on the annual use request, which this year includes a request to hold the press conference, the Volunteer Recognition Party and the VIP Lobster Bake on the “Green” in the Park. Andy Deschenes added information about the logistics and timing of the events. Joan Benoit Samuelson said hosting the above referenced events in the Park will contribute to the event’s “Evergreen” recognition and a reduction of the carbon footprint associated with the event.
There was an extended discussion and concerns raised by the Committee about logistics, parking, and the amplification of music/public address, the impact on Delano Park residents and the precedent of holding a large event on the “Green”. RM updated the Committee on the historical use of the “Green” for events and past group uses that have been approved to serve alcohol. Members asked if they (B2B) had considered other areas in the Park (the Parade Field) based on the discussion.
MR asked the Committee to consider applicable fees, which was followed by a general discussion about the type and amount of the fee that should be assessed given the request.

Motion made by DC to recommend the Town Council approve the request by the Beacon Race Organization to expand their use to include the Volunteer Party on Wednesday and the VIP Lobster Bake on Saturday evening of the race event on the “Green” as proposed (including the press conference) on a 1-year trial basis to evaluate the impact. Seconded by JK. The vote also included a recommended fee of $2,400 (Area fee: 2 days @ $700/day and the Surcharge for Group Uses approved to serve alcoholic beverages: 2 days @ $500/day). The vote was 7 Yes 0 No
This fee is in addition to the $25,000 park use fee already in place. CS wanted it noted that the Group Use Policy was used a reference for the discussion.
20:05 Item #126 -2016         Accessory Structures Amendments  
Councilor Grennon asked for an update on the status of the review of accessory structures on agricultural properties. Attached is a memorandum  with an update.   There has also been some question regarding existing homes for seasonal migrant farm workers.  These are permitted according to the codes officer.
24:07 Item #127 -2016         Interim Town Manager     
Mike McGovern will retire as town manager on December 31, 2016.  It is proposed to appoint effective January 1, 2017,  Debra M. Lane to serve  as acting town manager, tax collector and treasurer to serve until a successor is chosen for each position. Ms. Lane will also during the period while acting as town manager fulfill any other responsibilities traditionally carried out by the town manager. Her compensation shall be increased by $276 per week during her service as acting town manager. 
37:08 Item #128 -2016         Alternative Energy Committee and Spurwink School Reuse Study Committees      
It is proposed to extend the term of the Alternative Energy Committee to January 31, 2017 and the term of the Spurwink School Study Committee to December 31, 2016.
 
38:19       Citizens may at this point in the meeting raise any topic that is not on the agenda that pertains         to Cape Elizabeth local government.

      The town council  meeting will be followed by a caucus  of the 2017 town council to review potential council assignments for 2017 and the draft meeting schedule.
