Inn by the Sea Annual Licenses
It is proposed to approve the annual malt, spirituous, and vinous licenses and special amusement permit for the Inn by the Sea.
14:38 Item # 48-2015 Collaboration with Scarborough for Assessing Services
It is
proposed to collaborate with the Town of Scarborough for assessing services whereby the Town of Cape Elizabeth would provide 40% of Matthew Sturgis’s time to the Town of Scarborough for $4,411.58 per month. A
draft interlocal agreement has been prepared to
share costs.

Proposed Amendments to the Land Use Provisions of the Subdivision Ordinance and the Zoning Ordinance
The planning board has completed its review of the final set of
proposed ordinance amendments arising from the 2007 comprehensive plan. It is proposed to thank the planning board for its
report and to refer the recommendation to the ordinance committee to report back to the council as soon as it practicable.

It is recommended to approve a proposed
public engagement process for the possible extension of the town’s rights in so called “paper streets”.

Cottage Brook Subdivision
As part of a proposed sale of a portion of the Cottage Brook subdivision, attorneys
noted the need for a
corrective quit claim deed to clarify drainage rights within the town open space. This has been reviewed by town staff and legal counsel and it is recommended to approve the corrective quit claim deed and to authorize the town manager to execute it on behalf of the town.

The appointments committee is recommending a
proposed appointee to the planning board. to fill an unexpired term.

Group Use Request for Fort Williams Park
The Maine State Troopers Association has asked for the use of Fort Williams Park on September 10, 2015 for the National Troopers Coalition Picnic which was also hosted at Fort Williams Park three years ago. The Fort Williams Advisory Commission has recommended approval of the request.
01:22:59 Item # 54-2015 Library Employee Parking at Former Cumberland Farms
It is recommended to authorize the town manager to sign an agreement with Cumberland Farms to permit parking for library employees on the former Cumberland Farms site while construction is ongoing at the library. The cost of the space will be $1.00 and the
agreement shall be in a form acceptable to the town attorney.

Utility Pole Location Permit
It is recommended to review a pole location permit on State Avenue to an area in front of 32 State Avenue. The property owner most impacted has concerns with the proposal.

The Family Fun Day committee is asking permission to fundraise approximately $5,000-$7,000 to have fireworks in conjunction with Family Fun Day. Council policy requires any such fundraising to be approved by the town council.
