The Town Council will review public hearing comments and consider
proposed amendments to Chapter 18 of the Code of Ordinances.
32:50 Item# 35-2010 Cape Elizabeth Employee Health Insurance Review Committee
The Cape Elizabeth Employee Health Insurance Review Committee will present their report. The report is also being submitted by the Committee to the Cape Elizabeth School Board. It is recommended to thank the committee for their extensive report and refer the report to the Finance Committee to be considered as part of their upcoming budget review meetings. Pursuant to the original committee charge, the report will be collaboratively reviewed with the School Board. Subsequent to the collaborative review, the Town Council and the School Board will independently review the recommendations.
72:36 Item# 36-2010 Agricultural Amendments to the Zoning Ordinance
The Cape Elizabeth Planning Board has recommended proposed revisions to the Zoning Ordinance regarding agricultural operations. It is recommended to thank the Planning Board and to refer the recommendation to the Ordinance Committee.
74:47 Item# 37-2010 Town Center Amendments to the Zoning Ordinance
The Ordinance Committee has recommended (2-1) proposed revisions to the Zoning Ordinance regarding density in the Town Center Zone. It is recommended to thank the Ordinance Committee and to schedule a public hearing on the recommendation for Monday, April 12, 2010 at 7:30 p.m. at the Cape Elizabeth Town Hall.
86:10 Item# 38-2010 Thomas Memorial Library Circulation Policy
The Trustees of the Thomas Memorial Library have recommended amendments to the circulation policy. It is recommended the proposed amendments be adopted.
90:27 Item# 39-2010 Proposed FY 2011 Municipal Budget and Special Funds Budgets
The Town Manager has submitted a proposed budget and it is recommended to refer the proposed FY 2011 municipal budget and the specials funds budgets to the Finance Committee.
101:25 Item# 40-2010 Curtailment Meeting Suggestions
At a public forum on December 8, 2009, suggestions were made by individual citizens and staff on potential revenue sources and expenditure savings ideas. A spreadsheet has been developed listing the 113 suggestions relating to municipal government with a recommended suggestion for a process to review the suggestion. It is recommended that the Town Council approve the recommended process for consideration of each suggestion.
107:00 Item# 41-2010 One Town Concept-School/Town Allocation
One of the Town Council goals this year is to improve financial decision making by appropriately allocating all costs for programs and services. A few technical recommendations were made as part of the proposed budget for FY 2011. These are described in the Town Manager’s budget message. In addition, a spreadsheet has been prepared identifying school related costs that are in the municipal budget and municipal related costs that are in the school budget. It is recommended to acknowledge receipt of the information.
