Library study committee seeks consultant to conduct needs
assessment, help formulate plan for future services
The Thomas Memorial Library Study Committee, on behalf of the Town of Cape
Elizabeth, has issued a request
for proposals from professional library consultants to conduct a
needs-assessment, define a library improvement program, and develop a conceptual
plan based on the prescribed needs assessment and programmatic analysis.
The consultant will make recommendations on library services and the adequacy
of the library building to serve the Cape Elizabeth community for the next
30 years. The RFP will be circulated nationally, with responses due Friday,
March 28, 2008.
Appointed by the Town Council in November, 2007,

charge) the study committee is comprised of the seven-member Thomas Memorial
Library Board of Trustees, plus a representative each from the Thomas Memorial
Library Foundation, the Town Council, and the Cape Elizabeth Historical
Preservation Society. Leading the Study Committee are TML Board of Trustees
members Nancy H. Marshall (chair) and Edward L. Nadeau (secretary), with
Library Director Jay Scherma as staff and resource to the committee.
In order to receive valuable input from the community, during the needs
assessment phase of the study, the consultant will lead focus groups to include:
general library users; pre-school and K-5 parents and children; middle- and
high-school students; senior citizens; library staff; town officials; Thomas
Memorial Library Trustees and Foundation Board members; community and business
leaders.
As the study progresses, the Cape Elizabeth community will have several
additional opportunities to react to recommendations from the consultants.
A final report is due to the Town Council no later than 1 May 2009.
