Cape Elizabeth Town Council Goals
July 1, 2003-June 30, 2004

1. Ensure that quality services and programs are maintained with as  minimal impact as possible on the property tax rate.

o Continue quarterly reviews of expenditures and revenues by the  Finance Committee.

o Set targets for any adjustment in the FY 2005 tax rate prior to budget submissions

o Participate with other communities in communicating to state decision makers the need to increase state school subsidies and to study the state tax system.

o Communicate to the Cumberland County commissioners, to state decision makers and to other cities and towns the need to restrain future growth of the county budget.

o Review, and use as a resource, an updated and expanded study which  benchmarks the costs of municipal and school services with other communities.

o Meet with elected officials in surrounding communities to discuss opportunities for regional cooperation and possible expenditure savings

o Explore opportunities to raise additional revenue at Fort Williams Park

2. Increase opportunities for interaction of the Town Council with boards and commissions.

o Conduct an annual orientation for all board and commission members.

o Participate in a workshop with the Planning Board to review proposed changes in ordinances

o Participate in a workshop with the Zoning Board of Appeals to review any issues the board may have in interpreting the zoning ordinance.

o Have a council member attend at least one meeting of each board and commission.

3. Review and act upon the proposed new master plan for Fort Williams Park

4. In cooperation with interested parties and other property owners review options for improving the town hall lot.

5. Begin implementation of the master plan for the Gull Crest trails.

6. Receive and review a report on roadway and pedestrian safety in the town center zone.

7. Act upon the report from the Refuse Materials Handling Committee.

o Resolve issues relating to the disposition of pressure treated wood and universal wastes.

o Consider changes in the Solid Waste Ordinance to respond to issues at RWS, Inc.

8. Realize at least $75,000 in revenue from the sale of town property after reviewing a report of town owned property.

9. Provide input into the county charter process and the deliberations regarding the Cumberland County Civic Center
