The Town Council on Dec. 9, 2013 established a five-member Library Building Committee to develop a building plan for a renovating the Thomas Memorial Library within the $4 million budget limit recommended by the Library Planning Committee
Cape Elizabeth voters on Nov. 6, 2012 rejected a referendum to borrow up to $6 million for construction of a new Thomas Memorial Library. The vote was 2,696 for and 3,566 against. The Library Planning Committee worked throughout 2013 to develop a less-extensive plan for building and renovation.

Voters approved a $4 million bond for renovations; a $200,000 contingency; and $150,000 to construct temporary library facilities at the former Spurwink School for use during the renovation on Nov. 4, 2014.
The Town Council approved the Library Building Committee's plan for renovation on Aug. 11.
